This is a work barge moored at the side of the channel.  It's probably used for some inland logging function. The barge has 2 helicopters on it; the white one at the left the rear has 2 large counter-rotating rotors; it's likely used for ferrying cut logs. The red one on the left is a smaller one used for transportation.
